Consultation – Estyn’s proposed inspection arrangements for inspecting men’s prisons in Wales from April 2025

We invite you to share your views about the changes we are proposing to our arrangements for evaluating the provision of education, skills and work activities in men’s prisons in Wales, including our arrangements for joining HM Inspectorate of Prisons on their inspections of prisons.

We want to hear everyone’s ideas about our proposals for piloting our approach to inspecting education, skills and work activities in men’s prisons in HMI Prisons inspections in Wales in 2025. 

This consultation is for all who will have an interest in the inspection arrangements for prisons in Wales, including: 

  • Heads of learning and skills, vocational area managers in prisons 
  • Heads of education, skills and work activities and governors in prisons  
  • Teachers, tutors, instructors, support staff working in prisons in Wales 
  • Welsh Government and relevant national organisations  
  • HMPPS  
  • Public and voluntary sector stakeholders 
  • Employers 
  • Prisoners, former prisoners, their relatives or carers

The consultation responses will inform how we can best shape new and effective inspection arrangements from 2025 onwards.
