This guidance sets out the way the inspectorate will conduct inspections of community-based adult learning partnerships from September 2019. It sets out the inspection arrangements for partnerships and offers guidance to inspectors on making inspection judgements.

Where the inspection identifies important concerns in relation to standards, quality of education and training or leadership and management, then the inspectorate will conduct follow-up activity in the partnership to support improvement. Guidance on the different types of follow-up activity is available on Estyn’s website.

Adult learning partnerships can use this guidance to see how inspections work and to help them in strengthening their own self-assessment and improvement processes.

This document offers guidance to settings on the specific focus of the factual accuracy check. It also clarifies how Estyn and CIW will respond to any issues raised by the setting through this process for joint inspections.

Estyn and CIW expects all inspection reports to be factually accurate and to set out inspection findings and narrative explaining judgements clearly and unambiguously.

Usually, Estyn and CIW reports set out their findings accurately. However, on occasions, a factual inaccuracy may occur in a draft report or the setting may perceive that the report does not convey the findings clearly. We liaise with settings through the process of the factual accuracy check to address these issues.

Inspection Guidance Type: What and how we inspect


This document sets out Estyn’s arrangements for inspecting schools in situations which may appear not entirely straightforward, such as when new schools are established, schools work collaboratively, or schools work in federations. In addition it sets out Estyn’s approach to the cancellation, deferral and re-scheduling of schools inspected under section 28 of the Education Act 2005.

Although the term ‘school’ is used throughout, the guidance applies equally to pupil referral units (PRUs).
